ESM Avrupa i\u00e7in bir \u201culuslararas\u0131 para fonu\u201d. T\u0131pk\u0131 IMF gibi &#8220;yap\u0131sal uyum programlar\u0131&#8221; uygulama g\u00fcc\u00fc ve uzmanlar g\u00f6ndererek bu programlar\u0131n uygulan\u0131p uygulanmad\u0131\u011f\u0131n\u0131 denetleme yetkisi var. Yine IMF gibi, her \u00fclke iktisadi g\u00fcc\u00fcne oranla bu fona katk\u0131da bulunuyor. T\u00fcz\u00fc\u011f\u00fcne g\u00f6re ESM\u2019nin i\u00e7inde IMF\u2019den resmi bir temsilci yer al\u0131yor.<\/p>\n<p>ABD\u2019li yetkililer ESM\u2019ye \u201cacil durum freni\u201d ad\u0131n\u0131 veriyorlar. Bu \u201cfren\u201din birinci amac\u0131; Amerikan finans sermayesini, Yunan ekonomisinin \u00e7\u00f6k\u00fc\u015f\u00fcn\u00fcn ve Avrupa\u2019n\u0131n di\u011fer \u00fclkelerindeki benzer durumlar\u0131n etkisiyle \u015fiddetlenen \u00e7\u00f6z\u00fclme krizinin etkilerinden korumak. ABD y\u00f6netimi bir d\u00fczine Avrupal\u0131 liderin de deste\u011fini alarak ESM\u2019nin planlanandan (700 milyar avro) daha fazla miktarda finanse edilmesini, b\u00f6ylece Amerikan finansal \u00e7\u0131karlar\u0131n\u0131 Avrupa\u2019daki krizden sak\u0131nmay\u0131 ama\u00e7lad\u0131. Bu finansman art\u0131\u015f\u0131 karar\u0131, tek ba\u015f\u0131na fonun \u00e7eyre\u011finden fazlas\u0131n\u0131 finanse eden Alman emperyalizmi i\u00e7in kolay lokma olmad\u0131. Peki, bu para ne i\u015fe yarayacak? Kriz ba\u015flad\u0131\u011f\u0131ndan bu yana i\u00e7 edilen milyarlarca avroya bakacak olursak, bu para da bankerlerin, spek\u00fclat\u00f6rlerin ve di\u011fer sermayedarlar\u0131n cebine gidecek gibi g\u00f6r\u00fcn\u00fcyor. Zira \u201cYunanistan\u2019a yard\u0131m\u201d ad\u0131 alt\u0131nda b\u00fcy\u00fck miktarda para bankalara ak\u0131t\u0131lm\u0131\u015f, halk yoksullu\u011fa itilmi\u015fti.<\/p>\n<p>2 Mart\u2019ta devlet ve h\u00fck\u00fcmet ba\u015fkanlar\u0131 Br\u00fcksel\u2019de bir araya gelip bu kez <cite>\u0130ktisadi ve Parasal Birlikte \u0130stikrar, Koordinasyon ve Y\u00f6neti\u015fim Antla\u015fmas\u0131<\/cite>\u2019n\u0131 (Treaty on Stability, Coordination and Governance in the Economic and Monetary Union &#8211; TSCG) imzalad\u0131lar. ESM antla\u015fmas\u0131, bir \u00fclkenin bor\u00e7 alabilmesi i\u00e7in TSCG antla\u015fmas\u0131n\u0131n gerekliliklerine uymas\u0131n\u0131 \u015fart ko\u015fuyor. TSCG metninin \u00f6nemli bir k\u0131sm\u0131, yirmi y\u0131l \u00f6nce imzalanan Maastricht Antla\u015fmas\u0131\u2019nda yaz\u0131lanlar\u0131n tekrar\u0131. Bu ne anlama geliyor? Avrupa Birli\u011fi\u2019ni olu\u015fturan Maastricht Antla\u015fmas\u0131\u2019n\u0131 an\u0131msayal\u0131m. Bu antla\u015fman\u0131n en \u00f6nemli unsuru, Avrupa Merkez Bankas\u0131 taraf\u0131ndan idare edilecek avroyu olu\u015fturmakt\u0131. Avrupa Merkez Bankas\u0131\u2019na bir \u00fclkenin kamu borcunun GSYH\u2019sinin y\u00fczde 60\u2019\u0131n\u0131 ge\u00e7emeyece\u011fi, b\u00fct\u00e7e a\u00e7\u0131\u011f\u0131n\u0131n ise GSYH\u2019nin y\u00fczde \u00fc\u00e7\u00fcn\u00fcn alt\u0131nda olmas\u0131 gerekti\u011fi s\u00f6ylenmi\u015f, \u00f6zelle\u015ftirme, y\u0131k\u0131m anlam\u0131na gelen \u201cserbest ve m\u00fcdahalesiz rekabet\u201d kurallar\u0131n\u0131 uygulamas\u0131 i\u00e7in yetki verilmi\u015fti. Zaman\u0131nda Alman Merkez Bankas\u0131 ba\u015fkan\u0131 Hans Tietmeyer \u201cArt\u0131k daha fazla kurlarla oynayamay\u0131z&#8230; Ayarlamalar\u0131n y\u00fck\u00fc bundan b\u00f6yle uluslardaki emek \u00fccretlerinin \u00fcst\u00fcnde olacak\u201d demi\u015fti. Ge\u00e7ti\u011fimiz yirmi y\u0131l boyunca farkl\u0131 partilerden t\u00fcm h\u00fck\u00fcmetler bu \u201cfakt\u00f6r\u00fc\u201d sosyal refah sistemlerine, i\u015f\u00e7i haklar\u0131na sald\u0131rmak i\u00e7in kulland\u0131lar; kirli i\u015flerine sendikalar\u0131 bula\u015ft\u0131rmaya \u00e7al\u0131\u015ft\u0131lar. B\u00fcy\u00fck sald\u0131r\u0131lar ger\u00e7ekle\u015ftirildi. Ulus devletler ve ulus devletler \u00e7er\u00e7evesinde in\u015fa edilen siyasi demokrasi \u015fimdi tehdit alt\u0131nda&#8230;<\/p>\n<p>Di\u011fer taraftan \u015f\u00f6yle bir ger\u00e7ek de var. Bu sald\u0131r\u0131lar bir\u00e7ok \u00fclkede b\u00fcy\u00fck \u00e7apl\u0131 s\u0131n\u0131f m\u00fccadeleleriyle kar\u015f\u0131land\u0131. Bu hareketler kar\u015f\u0131-reformlara kar\u015f\u0131 eylem birli\u011fi \u00f6rg\u00fctlemeyi reddeden i\u015f\u00e7i \u00f6rg\u00fctlerinin liderlerine ra\u011fmen ger\u00e7ekle\u015fti. \u00d6rne\u011fin, Alman \u0130\u015f\u00e7i Sendikalar\u0131 Konfederasyonu\u2019nun (DBG) deste\u011fi olmasa sosyal demokrat \u015fans\u00f6lye Schr\u00f6der y\u0131k\u0131c\u0131 kurals\u0131zla\u015ft\u0131rma politikalar\u0131n\u0131 hayata sokamazd\u0131. Fransa\u2019da \u00f6nderler, bilhassa en b\u00fcy\u00fck sendika konfederasyonu, 2010 emeklilik reformu s\u00fcrecinde kar\u015f\u0131-reformun parlamentoda kabul edilmesine izin verdi. Hem de milyonlarca i\u015f\u00e7inin soka\u011fa d\u00f6k\u00fclmesine ra\u011fmen&#8230; \u0130spanya ve \u0130talya\u2019da da sendika liderleri y\u0131k\u0131c\u0131 kar\u015f\u0131-reformlara ge\u00e7it veren hain antla\u015fmalar i\u00e7erisine girdiler. \u0130\u015f\u00e7i s\u0131n\u0131f\u0131na sald\u0131r\u0131n\u0131n boyutu b\u00fcy\u00fck oldu. Ama yetmedi! \u00c7\u00fcnk\u00fc i\u015f\u00e7iler s\u0131n\u0131f m\u00fccadelelerine bir ba\u015flad\u0131lar m\u0131, ne g\u00fc\u00e7l\u00fckle kar\u015f\u0131la\u015f\u0131rlarsa kar\u015f\u0131la\u015fs\u0131nlar \u00f6rg\u00fctlerini\u2014liderlerine ra\u011fmen\u2014direnmek ve kazan\u0131mlar\u0131n\u0131 geri almak i\u00e7in kullan\u0131rlar. 2007-2008\u2019den bu yana ABD\u2019de ba\u015flay\u0131p hemen Eski D\u00fcnya\u2019ya yay\u0131lan, \u00f6nce alt gelir grubu mortgage krizi, sonra bor\u00e7 krizi gibi g\u00f6r\u00fcnen, fakat \u00e7abucak kapitalist ekonominin \u00e7\u00f6z\u00fclme krizi oldu\u011fu anla\u015f\u0131lan kriz sonras\u0131nda Maastricht kriterleri \u00e7at\u0131rdad\u0131. T\u00fcm Avrupa \u00fclkelerinin bor\u00e7 hadleri y\u00fcksek. Kamu a\u00e7\u0131klar\u0131 Maastricht Antla\u015fmas\u0131\u2019nda belirtilen limitin iki kat\u0131n\u0131 a\u015ft\u0131. Hay\u0131r, Sistem Can &Ccedil;eki\u015fiyor, PGB Sosyalizm, say\u0131 44, \u015eubat 2012, sayfa 87-115.\">1<\/a><\/sup> do\u011fas\u0131nda yer alan i\u015f\u00e7i s\u0131n\u0131f\u0131 direni\u015fine yol a\u00e7t\u0131.<\/cite><\/cite><\/p>\n<p>Bir a\u00e7\u0131dan bak\u0131ld\u0131\u011f\u0131nda TSCG kristalize olmu\u015f s\u0131n\u0131f m\u00fccadelelerinin ters y\u00fcz olmu\u015f halidir. \u0130\u015f\u00e7i s\u0131n\u0131f\u0131, sermayenin can\u0131 istedi\u011fi kadar sald\u0131rmas\u0131na m\u00fcsaade etmemi\u015ftir. Gelin kredilendirme kurulu\u015flar\u0131nda belirgin ifadesini bulan Amerikan finans sermayesine bakal\u0131m \u015fimdi de. Standard &amp; Poor\u2019s, 2012 ba\u015f\u0131nda Fransa\u2019n\u0131n kredisini d\u00fc\u015f\u00fcrd\u00fc\u011f\u00fcnde, \u00fclkede emek piyasas\u0131 kat\u0131l\u0131\u011f\u0131 oldu\u011funu ifade etmi\u015fti. Emek piyasas\u0131n\u0131 esnekle\u015ftirmelisiniz.<\/q> Buyurun terc\u00fcme edelim: \u0130\u015f kanununu, toplu s\u00f6zle\u015fmeleri, sosyal refah sistemlerini ve i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n m\u00fccadelelerle kazand\u0131\u011f\u0131 t\u00fcm haklar\u0131 ortadan kald\u0131r\u0131rsan\u0131z, ancak o zaman finans sermayesi sahiplerinin size g\u00fcvenlerini yeniden tahsis edebilirsiniz. Kredi notu d\u00fc\u015f\u00fcr\u00fclmesi bir \u201cekonomik de\u011ferlendirme\u201d de\u011fil, sermaye s\u0131n\u0131f\u0131n\u0131n y\u00fcr\u00fctt\u00fc\u011f\u00fc sald\u0131r\u0131 temelinde, toplumsal ve siyasi bir de\u011ferlendirmedir.<\/p>\n<p>TSCG antla\u015fmas\u0131n\u0131n ve bu antla\u015fman\u0131n g\u00fcndeme geli\u015f ba\u011flam\u0131n\u0131n \u00f6z\u00fc burada yatmaktad\u0131r. Antla\u015fma e\u015fi benzeri g\u00f6r\u00fclmemi\u015f bir vah\u015fet \u00f6neriyor. Tamam\u0131yla uygulamaya sokulmas\u0131, is\u00e7i s\u0131n\u0131f\u0131n\u0131n b\u00fcy\u00fck bir yenilgiye u\u011frat\u0131lmas\u0131 ve AB\u2019nin \u00fclkeler \u00fcst\u00fc diktat\u00f6rl\u00fc\u011fe d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi demek olacak. B\u00f6ylece Avrupa uluslar\u0131n\u0131n siyasi demokrasi ve egemenlikten ellerinde kalanlar da yok olup gitmi\u015f olacak. <sup><a href=\"#footnote_2_278\" id=\"identifier_2_278\" class=\"footnote-link footnote-identifier-link\" title=\"Yeni Br&uuml;ksel Antla\u015fmas\u0131 kamu b&uuml;t&ccedil;elerinin dengeye kavu\u015fturulmas\u0131 i&ccedil;in &lsquo;alt\u0131n kural&rsquo;\u0131n ba\u011flay\u0131c\u0131 ve kal\u0131c\u0131 [yasal], tercihen anayasal h&uuml;k&uuml;mlerle kabul&uuml;n&uuml; dayat\u0131yor. Kurala uyulmamas\u0131 halinde bir disiplin mekanizmas\u0131n\u0131n otomatik olarak devreye girmesini ve Avrupa Adalet Divan\u0131 &ouml;n&uuml;ne &ccedil;\u0131kar\u0131lmay\u0131 &ouml;ng&ouml;r&uuml;yor. Kamu borcunun GSY\u0130H&rsquo;in %60&rsquo;\u0131n\u0131 ge&ccedil;ti\u011fi durumda her y\u0131l %5&rsquo;lik bir azaltmaya gidilmesine h&uuml;kmediyor. Fransa i&ccedil;in bu y\u0131lda 90 milyar avro demek ki bu da milli e\u011fitim b&uuml;t&ccedil;esinden &ccedil;ok daha fazla. Ayr\u0131ca a\u015f\u0131r\u0131 bor&ccedil;lanma durumlar\u0131nda devletlerin bir yap\u0131sal reformlar (&ouml;zelle\u015ftirme, yeni yasalar, sosyal refah sistemlerinin ve \u0130\u015f Yasas\u0131&rsquo;n\u0131n tasfiyesi, &uuml;cretlerin ve emekli maa\u015flar\u0131n\u0131n d&uuml;\u015f&uuml;r&uuml;lmesi vs.) program\u0131 uygulamalar\u0131n\u0131 \u015fart ko\u015fuyor. Bu yap\u0131sal reformlar\u0131n Avrupa Komisyonu taraf\u0131ndan onaylanmas\u0131 ve ard\u0131ndan y&uuml;r&uuml;tmesini do\u011frudan kontrol etmesi &ouml;ng&ouml;r&uuml;l&uuml;yor. (Ba\u011f\u0131ms\u0131z \u0130\u015f&ccedil;i Partisi POI a&ccedil;\u0131klamas\u0131, Fransa, 2 Mart 2012)\">2<\/a><\/sup><\/p>\n<p>B\u00f6yle bir plan\u0131n ge\u00e7mesi i\u015f\u00e7i hareketinin her t\u00fcr ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n\u0131n yok olmas\u0131 demek. Zira kapit\u00fclasyonlara ve i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131 da\u011f\u0131tma \u00e7abalar\u0131na ra\u011fmen i\u015f\u00e7i s\u0131n\u0131f\u0131 hala ayakta. Bu y\u00fczden \u0130spanya\u2019da sendika liderleri Toxo ve Mendez, Zapatero h\u00fck\u00fcmetiyle hain bir anla\u015fmaya vard\u0131ktan hen\u00fcz birka\u00e7 hafta sonra yeni Rajoy h\u00fck\u00fcmetinin ilk dalga \u00f6nlemleriyle kar\u015f\u0131la\u015f\u0131nca eylem \u00e7a\u011fr\u0131s\u0131 yapmaya zorlanm\u0131\u015flard\u0131. Toplanan bir bu\u00e7uk milyon i\u015f\u00e7i ve gen\u00e7 sendika liderlerine a\u00e7\u0131k bir genel grev i\u00e7in haz\u0131rl\u0131k \u00e7a\u011fr\u0131s\u0131 yapt\u0131. Sonu\u00e7: Rajoy, TSCG imzaland\u0131ktan sonra bu antla\u015fmay\u0131 uygulayamayaca\u011f\u0131n\u0131 a\u00e7\u0131klad\u0131! Bu, s\u0131n\u0131f m\u00fccadelesinin temel bir kural\u0131n\u0131 ifade ediyor: Kitleler y\u00fczlerini i\u015f\u00e7i hareketlerinin ilk safhalar\u0131nda zorunlu olarak eski \u00f6rg\u00fctlerine d\u00f6nerler&#8230; Bu \u00f6rg\u00fctlerin liderleri ne olursa olsun. Ve \u00f6rg\u00fctlerini s\u0131n\u0131f m\u00fccadelesinin arac\u0131 olarak kullan\u0131rlar. Tunus\u2019ta olan da bir \u015fekliyle buydu. \u0130\u015f\u00e7iler UGTT sendika federasyonunu s\u0131n\u0131f m\u00fccadelesi i\u00e7in kulland\u0131lar, kendisi i\u00e7in s\u0131n\u0131f olarak \u00e7\u0131karlar\u0131 i\u00e7in m\u00fccadele etmek \u00fczere kulland\u0131lar.<\/p>\n<p>Avrupa\u2019n\u0131n yak\u0131n gelecekte \u00e7\u00f6z\u00fclmeyecek paradoksu burada yat\u0131yor. Bu durum i\u015f\u00e7i hareketinden do\u011fan partilerin liderlerinin, Avrupa Birli\u011fi kurumlar\u0131n\u0131n uygulamalar\u0131n\u0131 kabul etmesiyle do\u011fdu. Yunanistan\u2019da Papandreou, \u0130spanya\u2019da Zapatero ve Portekiz\u2019de Sokrates sermaye s\u0131n\u0131f\u0131 taraf\u0131ndan dikte edilen cani planlar\u0131n t\u00fcm\u00fcne \u201cEvet\u201d dediler. Tekrar ediyoruz: \u0130\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131 sermayedarlar\u0131n h\u00fckm\u00fcne vermeyi ama\u00e7layan \u201ckutsal birlik\u201d \u00e7abalar\u0131na ra\u011fmen i\u015f\u00e7i s\u0131n\u0131f\u0131 halen ayaktad\u0131r. Yunanistan\u2019da krizden bir y\u0131l sonra, birbiri ard\u0131na gelen y\u0131k\u0131c\u0131 planlara ve Troyka kar\u015f\u0131s\u0131nda diz \u00e7\u00f6ken h\u00fck\u00fcmetleri korumay\u0131 ama\u00e7layan liderlerin \u00e7\u0131kmaza soktu\u011fu birer g\u00fcnl\u00fck genel grevlere \u015fahit oluyoruz. Yunanistan\u2019da durum devrimci krize do\u011fru ilerliyor. Yunan halk\u0131, bankalar ve spek\u00fclat\u00f6rler iflas etmesin diye her \u015feyi vermeyi kabul edemez.<\/p>\n<p>\u201cKitlelerin y\u00f6nelimini belirleyen, bir yandan \u00e7\u00fcr\u00fcyen kapitalizmin nesnel ko\u015fullar\u0131, \u00f6te yandan eski i\u015f\u00e7i \u00f6rg\u00fctlerinin al\u00e7ak\u00e7a politikalar\u0131d\u0131r. Bu etkenlerden belirleyici olan\u0131 elbette ki ilkidir: Tarihin yasalar\u0131 b\u00fcrokratik ayg\u0131ttan g\u00fc\u00e7l\u00fcd\u00fcr\u201d. IV. Enternasyonal\u2019in kurulu\u015f program\u0131nda yer alan bu ifade, bug\u00fcn Avrupa\u2019daki mevcut \u00e7eli\u015fkili fakt\u00f6rlerin b\u00fct\u00fcnl\u00fc\u011f\u00fcn\u00fc anlamak ve do\u011fru bir eylem hatt\u0131 olu\u015fturmak i\u00e7in elzemdir.<\/p>\n<p>TSCG\u2019nin onaylanmas\u0131na kar\u015f\u0131 siyasi m\u00fccadele y\u00fcr\u00fctmek, ayn\u0131 zamanda i\u015f\u00e7i s\u0131n\u0131f\u0131 ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131 i\u00e7in m\u00fccadele etmek demektir. Bu m\u00fccadele t\u00fcm k\u0131tada devam etmektedir. 1 Ekim 2011\u2019de Paris\u2019te, t\u00fcm e\u011filimlerden i\u015f\u00e7i ve militanlar\u0131n AB-IMF-Avrupa Merkez Bankas\u0131 troykas\u0131 kar\u015f\u0131s\u0131nda ortak m\u00fccadele i\u00e7in bir araya gelmesi bu yolu a\u00e7m\u0131\u015ft\u0131r. T\u00fcm \u00fclkelerde ulusal duruma ve \u00fclkelerdeki mevcut g\u00fc\u00e7lere uygun \u015fekillerde devam etmektedir bu m\u00fccadele.<\/p>\n<p>Mesele i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131 savunmak oldu\u011fu kadar bu meseleyle ba\u011flant\u0131l\u0131 olan siyasi demokrasiyi ve ulusal egemenli\u011fi savunmakt\u0131r da. Bu hareketin i\u00e7inde b\u00fcy\u00fck ayr\u0131mlar \u00e7\u0131kmaktad\u0131r. \u0130\u015f\u00e7i \u00f6rg\u00fctlerinin tepelerindeki b\u00fcrokratlar sermayenin planlar\u0131n\u0131 takip etmeye d\u00fcnden raz\u0131lar. Bazen de \u00f6rg\u00fctlerinin ba\u011f\u0131ms\u0131zl\u0131klar\u0131na inanc\u0131 tam olan kadro ve militanlar yan\u0131lsamalara, kafa kar\u0131\u015f\u0131kl\u0131\u011f\u0131na ve \u00e7eli\u015fkilere d\u00fc\u015ferek \u00f6rg\u00fctlerinin bir gecede ABD\u2019nin planlar\u0131 i\u00e7in yedek kuvvet durumuna d\u00fc\u015ft\u00fc\u011f\u00fcn\u00fc g\u00f6remiyorlar. Bu \u00e7eli\u015fkili ilerleyi\u015f i\u00e7erisinde IV. Enternasyonal\u2019in militanlar\u0131 birle\u015fik cephe politikalar\u0131 ile kendi siyasetini y\u00fcr\u00fctmektedir. Kitleleri ge\u00e7i\u015f talepleri etraf\u0131nda harekete ge\u00e7irmenin bug\u00fcnk\u00fc anlam\u0131; bu antla\u015fmalar\u0131n onaylanmamas\u0131, AB\u2019den \u00e7\u0131k\u0131lmas\u0131, i\u015f\u00e7i hareketinin liderlerinin k\u0131s\u0131ld\u0131\u011f\u0131 korporatist kapanlardan kurtulma talepleri ile \u00f6rneklenebilir. Bu y\u00fczden mesele, i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n \u00f6n\u00fcm\u00fczdeki d\u00f6nemde ger\u00e7ekle\u015fecek b\u00fcy\u00fck m\u00fccadelelere kendisini haz\u0131rlamas\u0131d\u0131r. Dedi\u011fimiz gibi proleter devrim Avrupa\u2019n\u0131n kap\u0131s\u0131n\u0131 \u00e7almaktad\u0131r.<\/p>\n<p>IV. Enternasyonal\u2019in militanlar\u0131 durumun karma\u015f\u0131kl\u0131\u011f\u0131n\u0131n ve i\u015f\u00e7i s\u0131n\u0131f\u0131na hatta t\u00fcm insanl\u0131\u011fa y\u00f6neltilen tehditlerin fark\u0131ndalar. Her \u015feyden \u00f6nce, \u00f6nderlik krizinin \u00e7\u00f6z\u00fclmesi gerekti\u011finin fark\u0131ndalar&#8230; Di\u011fer bir de\u011fi\u015fle, i\u015f\u00e7i hareketinin temellerini olu\u015fturmak, geleneksel \u00f6rg\u00fctlerinin i\u00e7indeki siyasi gruplarda i\u015f\u00e7i hareketinin ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131 i\u00e7in m\u00fccadele etmek \u00fczere i\u015f\u00e7ilere yard\u0131m etmektedirler.
